Call for Expression of Interest (EOI)

Accessibility Infrastructure Improvement Project

Startup Lions invites qualified Structural/Civil Engineers and Engineering Firms to submit an Expression of Interest (EOI) to conduct an accessibility assessment and develop engineering designs to make our campus disability-friendly.

Assignment Overview
The consultancy will focus on improving mobility access and structural safety across the Startup Lions campus, including the ICT Campus on sloped terrain and residential housing units.

Key Scope of Work

The selected consultant will be required to:

  • Conduct a full site assessment, including topographical and structural analysis

  • Develop a comprehensive Accessibility Route Map identifying safe, usable, and compliant wheelchair-accessible paths

  • Prepare detailed technical drawings, structural calculations, and specifications for all proposed access routes and modifications

  • Develop a realistic and budget-sensitive Bill of Quantities (BOQ) for the proposed works

  • Upon internal approval, Prepare and submit drawings for approval to the County Public Works Department and provide technical support during the approval process

  • Work closely with the internal project team to ensure the designs and actual construction
    works align with the plans, available budget cap and site conditions.

Application Requirements

Interested consultants/firms must submit:

  1. Cover Letter expressing interest in the assignment.
  2. Company/Consultant Profile, including registration certificates and EBK license.
  3. Technical Proposal outlining:
    ● Understanding of the assignment
    ● Proposed methodology and work plan
    ● Team composition (if a firm)
    ● Delivery timelines
  4. Financial Proposal, including:
    ● Proposed consultancy fee (inclusive of all applicable taxes and fees)
  5. Portfolio/Evidence of Similar Assignments.
  6. At least two references from previous clients.
